Whereas, it has long been the custom of the President of the Missouri Council of the Blind to visit all the affiliates of the Council annually; and

Whereas, the number of affiliates has doubled since the custom was inaugurated, making this visiting process much more time-consuming and expensive; and

Whereas, we now have a toll free 800 number which enables members throughout the state to call the office at no cost, and we have a Board which includes Representatives from all affiliates for the purposes of making first-hand reports to their respective affiliates after each Board meeting, making Presidential visits less needed than was formerly the case:

Now, Therefore, Be It Resolved, by the Missouri Council of the Blind, in Convention assembled this twelfth day of October, 1991, in Springfield, Missouri, that we rescind any motion or resolution which would prohibit the passage of this resolution, and that the President is hereby authorized to visit each affiliate once each term, rather than once annually, and that during these visits the President give the affiliate an up-to-date report on all activities of the Missouri Council of the Blind.
