Missouri Council of the Blind Board Meeting Standing Rules



Adopted October, 2005

  1. The microphone runners shall retain possession of the microphones at all times.
  1. Courtesy is required throughout the meeting.  Should any incident of discourtesy occur, at the request of the President the microphone will be turned off and that member shall not be recognized again.
  1. Vulgarity and swearing, even for emphasis, shall not be tolerated.
  1. Invited committee chairs may give their reports and may answer questions regarding them.  At all other times only Board members may speak.  Exceptions to this rule may occur should the President invite a guest to the Board meeting who has specific information necessary to the Board which might contribute to better decision-making.
  1. Points of clarification are questions, not answers, and may be given after being recognized by the Chair. 
  1. During debate on a motion, each speech should be limited to two minutes.  Each member may speak only twice to the question, and the second speech may be made only after all who wish to speak have spoken.
  1. Debate on any motion, except for budget, thrift stores and blind pension motions, shall last no longer than 15 minutes.
  1. Harassment of Board meeting for their voting decision will not be tolerated.  Anyone found to be doing so will be asked to leave the meeting and the room.  In the case of an affiliate representative, a substitute will be obtained.
